It doesnt fit joker's character at ALL
looks like they just put a generic guy with lipstick, green hair and joker's voice

and that's what it supposedly is because he is from another dimension since the joker is dead in the dimension you're playing in

Still, a shit design choice nonetheless, could've made him look even a little bit like joker, now it doesnt look ANYTHING like joker
