He would have been one of the people who voted on it. And that likely means he voted no. But he wouldn't have had sole decision to kill it.

People in the industry see him as just a businessman or manager. Like if someone had said "What are your thoughts on this producer from Sony's works?" And he'd reply they're just a businessman. It's not an insult, they just aren't writers, creators, directors. Kamiya meant no ill will. It's just that the fans had this overblown image so they assumed it was an insult. But it was the fans that were wrong about Inafune. Kamiya's assessment is closer to the truth.
Until MN9 flopped everyone thought he was the Mega Man series creator.
