It depends on the distance the viewer is from their screen. If you use a TV and sit far away from it you'll need a lower FOV.
For near a PC monitor, which all blow the fuck out of shitty TV panels, you need higher.

90 or 95 fov is sweet spot desu. Anything lower is shit. Higher only works if the game is built for it. 30FPS depends on the game, unacceptable for anything that's really fast but fine for something else as long as the motion blur is good and you use a controller.
