Not sure if it really counts but the prisoners in Silent Hill 2 have always really creeped me out. They are just invisible monsters sitting in cells that chant "ritual" in a spooky voice. They can be killed despite being invisible. They are of absolutely no significance whatsoever but they are just a really weird, unique "enemy" that one can miss very easily and never notice the existence of.
