SsjB isn't about power level, it's probably not even as strong as Super Saiyan God. Goku can fight anyone in SSJB though and not kill his opponent because of the ridiculous amount of Ki control he gets from it. It's also why he can use Kaioken in Blue but not regular old Super Saiyan.

False nigger, Toriyama himself said SSB is stronger than SSG when RoF came out, and the manga LITERALLY confirms this again, with Goku going SSG against Hit as means of holding back and conserving energy and using SSB as his trump card (instead of going SSB->Kaioken like the anime).
This is again repeated in the Zamasu arc in the manga where both Goku vs Vegeta go SSG against Black and Zamasu, and then Goku using mastered SSB (thanks to Mafuba sealing his own Ki) as his trump card.
