Technically every game is by definition 'open-world' and 'linear' - it depends on the magnitude of the freedom you are allowed (and whether you enjoy it).

Open level with hubs will always be superior.

If its a good design youll be coming back to the level to find new areas and more shit once you get farther, like metroid or 3d mario before galaxy. Shit most FPS back then knew what level design is.
