i was weirded out when i first heard it too.I am generally pretty sensitive to privacy issues.
Apparently they introduced it to reduce the prevalence of "smurf accounts", Bots to farm items or elo, human Elo boosting, bots to avoid their "low priority queue" punishment system.People were complaining about them.

People just don't realize what a huge market there is for selling boosts in these games.

Overwatch, League of Legends, Dota, CS:GO

If you can play any of these fucking games at an actual level that can be considered competitive then you can sell rank boosts across the board. Dota 2 and CS:GO are the only ones who have done something so far about it and to be honest their current disincentivization doesn't do anything except give sellers MORE money because it's more work to get an account up to that level.
