I'd consider those simply events in the game, it starts being OST when you also can hear the songs when they aren't being performed, you know, as the soundtrack.
A battle theme is OST, but theres not a band of in-game characters following Geralt to perform it for him.
A blend is like Nier's song of the Ancients, where a character literally sings it - but it also plays all over the town/zone.

Music being played in a tavern is just that, you won't hear it once you are not in proximity to hear it.

OP referred to a specific thing, we can look at it in the "all music in the game is part of the soundtrack" way but that makes little sense, in-game characters performing part of the sound track is what he obviously meant, like an event where they play the main theme or something.

Just because people play music in taverns which you hear while being there I don't consider it part of the game soundtrack, as you say - its ambiance, just like the burping soldiers and clucking chickens when you stand around them.

I don't you understand yet. The 'roaming city' music is part of the OST and you would hear this while roaming the city regardless of whether there are musicians nearby. Gwent music is part of the OST and you hear them while playong Gwent, no musicians around either. But sometimes, there might be a band in the game playing the same music. They are not always only performed by these bands.

Bastion and Transistor are legit though. Zia sings the wall song, which was one of the outsider's songs about destroying the city's walls, and the whole game is the old man telling the story.

As for transistor, the character is a singer, and it's probable that the song "the spine" is her own singing.

I vaguely remember at the end of the saboteur when you're climbing the Eiffel Tower, a piano version of one of the songs from the game is playing and when you reach the top, Dierker is playing the piano.
