Yes. It's always been like that.
Japanese games are something you can go back to and play, even today, simply because the gameplay is universal and holds up.

Western games are only as good as the most recent iteration, i.e. GTA, Assasssin's Creed, Star Wars Battlefront. People don't go back and play the old entries, because they are shit. On the other hand, Time Crisis 2 is something people play at least once a year. It's so classic and so good.
