Tenkaichi 3. Gameplay feels the most like DBZ, has plenty of features and characters, doing motions on the Wii version is pretty fun to be honest.

Friendly reminder that the Tenkaichi franchise killed Dragon Ball games forever.
They've shown Bandai that just throwing in as many characters as they can, no matter how shitty the game and individual characters end up , brings more revenue than developing a good fighting game in the DB Universe, as the normal Budokai games were.
DB games still haven't recovered from this. And if you like Tenkaichi and ask yourself why there are no good DB games anymore, then you only need to look into a mirror to see the answer.

I always loved DBZ Legends for PS1, had to import it and play it in black and white as a kid otherwise the special attacks would cause the picture on my shitty tv to roll constantly with this colour convertor thing I had...good times, fun game though.

That's a lot of what it is. But it's the little details that really made the game. The high-detailed backgrounds & sprites. The great music (much the same composition from the otherwise shitshow that was Ultimate Battle 22/27 on the PS). The auto-fly when transferring from ground to water mid-fight. The knocking your opponents through boulders/trees, or just knocking them off-screen entirely. Or better, knocking them into the background and the entire stage rotates to compensate - in a 2D game.
