There isn't any difference besides the placement of the components. The refrigeration cycle only works 1 way. Size of the unit and encapsulation of the conditioned space is everything. If you don't have access to 240 volts make sure you get one that can operate on 120V. Yes, they are a bit more expensive but its better than not having AC.

Generally I use a combination of an a/c window unit (one of those shitty portables with the hose window vent because my home owner's association won't fucking let me hang a window unit), a box fan, a tub of cold water to soak my feet in, and if it gets particularly bad, I soak a towel in cold water and drape it over my shoulders with my shirt off.

I generally steer clear of certain areas of Florida, and honestly have never bothered to go to Miami outside of the very rare airport trip, since I usually prefer to use Tampa.
