Uncapped framerate just means the engine can technically handle unlimited FPS without breaking. If you enable v-sync and have a 144Hz monitor? The game will run in 144fps etc etc. A capped framerate is where the game cannot exceed a certain FPS. Certain games will never exceed a specific FPS even if you have a monitor with a higher refresh rate.

Low frame rates cause more screen tearing than high ones because there will be more difference between the frames. I can somewhat agree with this, but only with certain games. FPS games are probably the only game I would 100% have to play on PC, if a game involves precision it needs a M+Kb. That said, something that makes a game like EDF fun was infact the inprecise aim, missing a missile and having it swerve off and knock down a skyscraper, or having a wave of enemies descending on you while you are frantically just spraying in their general direction was part of the fun, and being able to 360 in a split second completely removed the aspect of getting surrounded and outmaneuvered, the limited controls were somewhat integral to the overall fun, the game doesnt stop being good of course, it just loses something.

In regards to Destiny I can only really see an issue with how slow enemies and players move, with that sharp precise aim on PC the game will be a shooting gallery, part of the combat of Destiny was positioning and using abilities at the right time to get the advantage, things that dont require precision aim, if you can just aim perfectly you can very easily just empty a mag into an enemies heads since everything is so slow. They will definitely need to do something about that.
