Pretty much make an unarmed/melee build until you start getting weapons from Downtown. Guns are oddly even weaker than just using your fists for the first chunk of the game, though later on they become hilariously overpowered.

put points into guns, then realize that it takes till near the end of Santa Monica to get a gun thats worth a damn.

Use melee until you get to Downtown because guns suck early. You don't have to puts points into melee, you can use it early easily while investing in firearms and perception.

3. Put points into perception.
4. Wait till mid-game for decent guns.
