Promoting only bumps up your stats to the bases of the class you're promoting to. If you already meet them you just gain a bit of HP and no bonus stats. Grinding isn't worth the effort because of the way EXP scaling works and the way the game progresses you'll want your units on their next promotion and caught up by certain points.
The "wasted stats" aren't worth it since promoting will cover those bases until it's time for your next promotion. The only ones who really need the extra stats are Alm and Celica because of how their promotions work.

Your Kliff must be shit then. He has a 60% speed growth compared to Tobin's shit 25% and he has decent strength growth so Fire is all he needs until he gets Excalibur. Tobin's strength doesn't really mean shit unless you can pull off crits from Exalibur, since he won't be able to double for shit in a game where you only need one more speed than your opponent to double. Sure you gotta babysit him early for a bit until he promotes but by the time he does he should already be doubling enemies and his decent strength is good enough to hold his own..
You also don't need 3 Physic users by the end; Faye is good enough until you get Tatiana and Tatiana already comes with Physic and learns Fortify anyways which is great. Even then, you should have enough Sages to cover healing by then anyways.

It requires more work to fix a Mage!Tobin than Archer!Kliff. Cleric Faye gets physic much earlier in the game and Alm will have access to another by the time Tobin learns his so it isn't necessary.

Likewise with Deen/Sophia. Celica's route is littered with units of each so it all boils down to which you prefer. Both are good in their roles. Sophia has added heals.

Deen vs Sonia is irrelevant although Deen is slightly better from the start. Kliff vs Tobin is actually relevant because you have them from the beginning and the last thing you want is extra dead weight.

There's little reason not to promote. You lose out on Levels, but promotion bonuses make it so that it doesn't matter.
If any stat you have is below the base stats of the class you promote into, your promotion bonuses will buff you up to those bases (so, for example, if Saber has 4 def and promotes into a Myrmidon, he gets +3 def because Myrmidon has a base def of 7) You also get +1 HP and +whatever Move.
