If we are going by the traditional definition of art then video games aren't in itself but use artistic elements, such as music, writings, and so on

Art is subjective so this is a choppy topic. An art piece has to have an "aura" that makes you think & feel. If a particular video game invokes any of that, it can be art to you. (same goes for films)
