It's the best thematically, it's useful in dialogues and it's very powerful mechanically.
I really hope that with multiclassing in the sequel we get the melee Cipher I've always wanted, though.

I thought melee cipher is doable. With biting whip they have +40% damage, they have average deflection and accuracy, they have vampiric shield that can add 25 deflection, Body attunment to steal 7 DR, and Borrowed Instinct for +20 accuracy and +20 defense. However Borrowed Instinct takes a while to get and Wizards have more as well as better self buffs for going melee.
