I guess they had to design it in a way to fit everyone's abilities. Knuckles' thing is climbing walls, and they wanted every character to have a variation of that (being able to run up walls like Espio, etc).

Probably why Nintendo chooses to go gameplay first then see which IP/character suits that gameplay second.

Unironically Sonic 1, half of the zones aren't even that good and there's quite a few acts that are designed to be fucking slow, plus there's no spin dash which makes gaining speed a lot more tedious at times and less enjoyable. Thank god though the games got better immediately afterwords.
