They didn't do anything. FF13 had its own team and FF14 had its own team. Versus had a team announced too that in 2008 they only said during their spare time they would help out on FF13. Nomura then pumps hundreds of people to KH BBS who he could have used to make versus instead, but he decided it would be better to spend 2007-2010 making a useless PSP game instead of making the game he announced in 2006.

Hell then FF13 came out in 2009 so even after that was done there's no excuse either, he wasted 2010 and then in 2011 said Versus wasn't even in full development yet while he at that same time then pumped hundreds of devs into KHDDD from 2010 to 2012, which he could have again used for Versus instead but no. He's an idiot that has no idea how to manage a project, he had nothing but barebone concepts for Versus by 2012. Then even through 2013 Nomura was still changing the story every three months and there wasn't even a defined story at that time according to Roberto Ferrari. Ferrari also confirmed only around 20 people were involved in Versus which again is Nomura's fault because he pumped hundreds of devs into shitty KH sidegames instead of the game he announced in 2006.

He had the power and authority to put devs on it but he didn't because he's incompetent at managing a project. Now KH3 is in dev trouble after 4 years of dev time and FF7R has nothing but the first 5 minutes in Midgar done after 3 years of dev time.
