In 2008 almost all of the sales are because of the Wii and DS. Their markets were abnormally large. The consoles were made to attracted greater markets than those who played video games. Most of those people moved to mobile.

Look at Sony's sales. They saw their best console sales year in the last 10 years in 2015. The Wii was an outlier and is irrelevant, normal console sales are growing. The Switch is also performing fairly well because the market DID change in a way to start to get rid of traditional handhelds.
