Holding Back/Not Holding Back is an integral facet of modern japanese writing. If they say they're NOT HOLDING BACK then you know shit's gonna be serious, son. However, 99% of the time a character was holding back so it's never really dangerous. Translating ideas is too often subject to the biases and ideals inherent in individual people, and in some cases may not even come close to the original work's context or meaning.

Literal translations have a similar problem.

The ultimate problem is that people don't take this shit seriously enough. It's either a shit tier gag-dub quality script or a difficult to understand machine translation.
