There's just no reason to play with the dub unless it's something exceptional, like Metal Gear Solid, or Cowboy Bebop for anime.

But Personas' usually have pretty good ones and the only thing people really have against it is hearing honorifics in English is very cringe worthy. Even if a dub has some decently voiced main characters, which Persona games do, the most common issue in dubs is a severe lack of consistent quality, and the shitty cast members drag the whole thing down with them. Japanese voice tracks rarely have issues with blatant quality disparity because they have a significantly larger talent pool to hire from.

Has anyone beat the velvet twins yet? I've just started ng+ so I don't plan on fighting them so soon, but are they hard enough I don't have a chance if I'm not level 90 or so?

That's simply you being uneducated. The Japanese voice acting industry is significantly bigger than the American one and there are several times as many voice actors in it. You not being able to distinguish between different voices is simply because you don't have enough exposure to them, which is a problem people would have with any language they're not familiar with.

Explain.
Japanese is the pinnacle of harsh. Every sound has a strict syllable length. Lengthening any part of a word can drastically change it's meaning (like shujin and shuujin). Consonants don't flow easily as everything has a hard sound. It's not like Korean or English where you can have varying sounds for the same consonant based on phonetic blends or the like.
