You can do direct game comparisons although it varies because PC games vary in optimization, but from experience the Pro doesn't even scathe the 480/1060.
Partially because it aims for high resolutions like 1440p/1600p which it can't fucking handle but it's not doing great in terms of raw power either.
Also the rest of the components aren't great.
It has dedicated processing for the OS which is nice but still only 8GB of shared memory and the fucking internal HDD uses a SATA 2 to USB connection.

The base PS4 GPU is weaker than a 660ti, its CPU is a variation of tablet tier CPU, and the only good thing about it is the 8gb of ram. PSPro is the same but overclocked. The big difference is in the optimisation.
When taken individually, console components cannot compete with "modern" PC components. Even at release a console is already 2 years behind. You can't expect a console to compete with a PC in terms of raw power when it costs that money, they already sell them at a loss, have to put all the components+controllers+bluray player and it's tiny, so they have to be low performance to be able to cool down with shit fans.
