I once read a theory that these achievements are really used by certain publishers to measure how many players actually finish the game. If you make the achievements mandatory for every chapter, you can see the point where players begin to lose interest and they can run some half-assed studies on "why" this happened.

Makes a hell of a lot more sense than "just because."
