Everything after Kaneshiro was planned by Akechi and Shido to help rig the election in their favor. It worked out better for them that the PT were in the Shadows because then they could still exist without being wise to the bad guys using them. Shido could have been successful had he simply just revealed who the PT were, Joker would get arrested and the group would disband. He probably didn't NEED them specifically to win the election, he was already well loved by everyone and the game makes it obvious that there isn't any other option besides him anyways. I know why they didn't investigate, it just makes the characters in question look really stupid. Naoto is a super detective(a real one, not like Akechi) yet isn't investigating this stuff that's stumping everyone else? Mitsuru's fucking job is to handle things like this and she's nowhere to be found?
