You're asking the wrong question, what matters the most when running an emulator is the CPU.
The GPU handles just a bit of the work required to run the emulator and mainly takes care of the graphical enhancements you decide to use.

Depends on the game I'm pretty sure. Cemu is pretty early on in development so all games will have issues, and if you're looking to run botw, I'm pretty sure everyone is having an issue with framerate. I'm getting between 15 and 30 frames, but that's console levels anyways so it's ok I guess.

Any Intel CPU with a single threaded performance will work just fine. That basically means any i3/i5/i7 from 2nd/3rd/4th/6th/7th and 7th Gen. Pentium G.
The visual enhancements are handled by the GPU, I bet anything that a 750Ti/260x/360 or better will do just fine.

Once you have that console, the idea is that you'll buy more games for it. Some of those games are first-party, but others are third-party and/or multiplatform. Sony/Microsoft/Nintendo therefore don't have to put in money to develop non first-party games, but earn a part of the sales for each on sold on their console.

Little bit of both. You don't want to spend too much, but you don't want to spend too little. Get a cpu in the $300 range. Emulators only run as smoothly as they are coded and of course, they are optimized for the most abundant CPUs, meaning the one everyone is most likely to have. This is why AMD is bad for emulators and why cheap old stuff is also bad.

I have this AMD Veshera 8350 and while I love it, in emulators like PSX or PS2x or Dolphin I did notice that my games would stutter and my FPS would just tank to below teens at times, while other users using lesser intel stuff wouldn't. If you want to use Cem U, get a middle of the road $300 intel cpu.

I was able to play fine at 4k with a 970 so 1440p should be easily doable with a 1060.

There's shaderpacks out there, just saying. A nice place to get them is [ppoiler]/r/cemu[/spoiler].
The 9k shaderpacks is supposedly the best one to use since anything bigger will kill most of your RAM.
Alternatively, you could wait for 1.7.6. The developers are (supposedly) recreating how the whole shader cache thing works.

PERFORMANCE ON OLDER HARDWARE

I have:
>i5-2320 @3.0Ghz
>8GB 1333Mhz RAM
>1050 Ti (equivalent to 680, 770, 960)

On Cemu 1.7.4 I could run the starting area of BotW at 1440p/20fps with cemuhack. That's 60% speed. However, with CheatEngine's 2x speedhack enabled, gameplay runs faster and feels about fullspeed. The FPS counter dives to 12fps, but actual gameplay is faster (but a little choppier). Cemu 1.7.5 is meant to speed up performance a little over this as well.

Note: Nvidia GPUs require you to have 8+ GB of RAM, and 16GB helps. Download a 9k BotW shader cache from reddit or something before you play.

Grass is like that no matter what.
it's a Wii U game with severe limitation in draw distance so grass from a distance is not rendered well or at all.
You can see close up that it is much better than 1080p.

Could it be low texture resolution of grass itself? Or could it be display resolution is low overall?

The blades of grass next to the character are not full of jagged edges.
Also just because I am at a high resolution doesn't mean there should be no jagged edges.

I ran Watch Dogs 2 maxed out at 4k res and there are still jagged edges in that game which are easily apparent even at 4k.
