It's been a while since I played, but basilisks are pretty useful against him, since they block his aoe drain, and can hit him from a distance. I think I also used some demon that lets you act twice in the MC party. Even if the demon that lets you do that is shit, it doesn't matter since the MC should and can be the only one attacking him anyways. You just have to have the rest of the party stop healers from getting close to him. This advice probably isn't that useful since it's been a really long time since I fought him, but by doing something like this I was able to beat him with a full mag MC, and really unoptimized party.
Alternatively I heard of a method involving killing all but one person in the enemy parties, then making them use all of their mp so they can't heal him anymore, and he can't summon anymore.

Lvl up mag and learn holy dance, you'll destroy everything in the game.

OP I never had a problem with underlevel until the last boss on the bonus day, just fuse a lot, it's super easy if you got a balanced team

There isn't even a way to grind exp early on that isn't going to want to make you kill yourself, so leveling isn't really an option.

Give MC a demon that can attack twice in one turn.

Build up the rest of your team to either resist Zio/Garu or wreck their with Elec Dance or something

Use them to cockblock those dicks so they can't reach Beldr to heal him. Having a demon with teleport abilities works fine.

Pray to whatever god you believe it that he doesn't decide to teleport away like a sissy.
