After that run to the mall, when you're inside run outside unto the bridge but just before you step over the bridge to the place with all the mooses and wildboars look at your map, if emil aint outside rebel camp keep running into the mall than outside unto the bridge and stopping 3-4 steps before you reach the other side.

Do this until emil spawns at the rebel camp, then stopp him on the road directly outside the entrance. He will sell weapons and upgrade parts
