Because monsters have nothing worth stealing and you can't steal from shops or anything.

Because they're always fast but weak and frail. The speed/debuff/stealing gimmick they have usually isn't worth it.

Because the thief archetype was originally meant to portray a character who is helpful outside of battle, such as disarming traps, unlocking doors, persuading NPCs and other skill-based challenges that are unsuitable for the warrior or the mage
JRPGs generally feature none of this, or if they do, it's taken over by the good-at-everything main character
