DLC being in boxes made it harder to be lazy with since a box meant a retail investment and shipping investment. Both the publisher and the consumers wanted to get their monies worth so it forced the publisher to release something sustantial. Also, expansions were something controlled by a smarter PC consumer base, so if you tried to jew anyone, it was immediately found out and your series was shot.

Just examples. Most Japanese games tend to have "better" versions come out. Look at fucking Street Fighter.
You could argue GOTY Editions are a similar concept these days, but at least with DLC you can upgrade your already purchased game to a complete state.

Honestly, fighting games have no excuse. Their "definitive" versions tend to amount to nothing more than 2 new characters and balance changes. You could do all of that with DLC for the new characters and a patch, why should you buy the game again at full price?

The reason why that works is because giving anyone a competitive advantage is in their nature. So when you give people extra stuff that they can buy with money, it makes it feel like they are special and above those who didn't spend any money. It's the perfect feedback loop, especially in games like Overwatch.
