使う = to use something
使える = to be able to use something (potential form)
使えない = to not be able to use something.

the particle しか is used in the construction noun + しか + negative verb and means the noun is the only exception to the proposition expressed by the negative verb. The western mind can usually wrap itself around Japanese grammar better when read backwards. So to break the sentence down:

使えない = (You/I/He) cannot use something.
しか = what comes before this particle is the only exception to the negative verb.
炎の魔法 = fire magic

"(Boey) cannot use anything except for fire magic" is the most literal translation.

You can also translate it to "Fire magic is the only thing you can use" which is the more common structure for rendering a しか phrase in English, since it's the same logical meaning but is more natural sounding English.

Also, the original has a じゃない on the end which is NOT negating the sentence. It's just used as a rhetorical device. So the meaning is something like "Fire magic is all you can cast, right?"

As for translating it, translation is hard. It's a fine line between being clinically literal or taking too many liberties. I definitely think Nintendo takes way too many liberties with their translations, but on the flip side you have Persona 5. P5 stayed very close to the original Japanese in meaning, and people were freaking out about what a "shit" translation it was because it was slightly awkward in a couple places.
