Gear needs to be unlocked, that's the real issue with it. Most TOs can't afford to sink hours into the game for that, and because it leads to imbalanced expectations. Players who only played vanilla may not know a matchup or the best way to play their main with better gear at another place that does have all the gear unlocked and loadouts allowed, for instance.

The gear is the selling point of the game, but you wont see it at tournaments, at leas the early ones.
