Nioh is better but harder

As someone who likes Nier more than Nioh, I'd say Nioh.

Not because Nier is worse, but because Nier cashes out completely; once you've played through the true ending, you're done. There's nothing left. It is a cathartic, wonderful experience and Nier is the better of the two games...

But Nioh will give you more hours. Nioh is great too, but it has a pretty vaguely unending 'end-game', and so long as you aren't bored with the combat, it keeps on giving.

Honestly, you should get both.
But if you're stuck with just one, the correct answer is Nioh. The worse of the two.

Nier for the story, music, characters, etc.

Nioh for """muh gameplay""" with no variety of the enemies, no plot, no characters, no music, no level design, nothing.

Nioh is boring, it's high score is deceptive. It's just a souls clone with meh level design and poor enemy variety
