No big businesses will pay $300, when they have a team of specialists costing them more than that in an hour and for individual users this may be a bit too much. Remember that Action Replay circumvented the DRM for the Dreamcast and let people pirate on the system with only a demo disc.

An encrypted HDD can still be formatted you just can't retrieve the files.
The biggest problem as you said is the down time.
Hospitals had thousands of independently running computers, it would take ages to re-image them all individually.
Big data centers have firewalls, redundancy, backups, etc and don't usually run windows which is why only hospitals, transport and government agencies were hit the hardest, they're infamous for running outdated OSs because "they just work" with very little security or fallback.

Games these days have their cutscenes skippable. I don't even remember any recent game with unskippable cutscenes. You can even pause the cutscene to go take a piss or grab a drink.

Tons of stuff. Running an executable is just the most obvious one, but just opening a mail or even nothing (by nothing I mean no actions from the user) can lead to an attack. See for example that message that crashed WhatsApp, one of those could be a stack overflow that could lead to remote code execution just from receiving a message.
As for this one specifically it was an exploit supoosedly made by the NSA (a group called the Equation Group, which has been linked to the NSA) and leaked by another group called Shadow Brokers.

There are better options for VM gaming, Virtual Box is just easier to setup.
If you really want to do this you need hardware that supports passthrough and a spare GPU that you can dedicate to the VM.

Without passthrough you're better off playing native GNU/Linux games (of which there are a ton now), or playing old games which work well in emulation or with legacy compatibility stuff.
