There's no AF on consoles, FFXIII probably still has more detailed textures than pretty much anything you might find on a PS2 game, and that's not a screenshot you took yourself.
I mean I know FFXIII is not top notch but this feels like some weak ass bait.

Regarding grass, you'd have to ask the developers to know for sure. XIII has areas in it with lots of grass, so performance limits of the time or simply sloppy work is as good a guess as any.

It just leads to think it's a bait thread, there's areas with grass in it in XIII, similar to the corridoor image in your post, but you just picked an image from google or someplace to suit your agenda. Nothing more to it than that.
And to be honest there's no texture in your image that looks strictly better than those in XIII. The XIII textures tend to be sharper than those you would find on X-2, which is quite natural really considering one is a more recent game on a more recent platform. You can't really get around that without cherrypicking.
I'm not defending OP image but part of the reason it looks so underwhelming is the lack of AF, and you would do well to take that into consideration.
