The reason these threads and powerlevel discussion are retarded is that most any character's with a decent powerset could feasibly defeat each other under the right circumstance so its just about who can bullshit a context in which their character wins, a fight across series/worlds/gameplays is never an easy numbers game where 2 > 1. Its even more bullshit when we're talking video game characters who can technically go an entire game without getting hit once and have systems set up to ensure their success, is mario able to dodge everything because some jap can do it in his games? can he stomp anything that is alive to death?

As for D4C I imagine GER would just stop Valentine going to fetch the Giorno clone in the first place, or maybe it could work across dimensions since it works outside of time in which case it could definitely stop him bringing the clone back. Outside of that, and maybe Notorious B.I.G as there's no stand user to reduce the will of and GER might not be able to work on stands, Giorno is flat out un-touchable in JoJo I reckon (sans Jorge Joestar Kars from what I've heard)

Any character with copy abilities is automatically over powered by nature of their power being "I potentially have every power". The difference really comes with whether they're soft-limit copiers (copying many powers but only one at a time, like Kirby), hard-limit copiers (copying many powers to select from but only being able to copy very specific powers, like Megaman), or unlimited copiers (copying any power without a problem, no copy limits).
