NFS Carbon was criminally underrated, shit had just enough tuning stuff to feel like you were making a difference but without requiring too much time investment, and it had Initial D-style canyon rival drift races.

This, did you all just not play Forza Horizon 3? The tuning is wildly in-depth, the designer is thorough, hell that game is so customizable you can completely tweak the difficulty. It's EITHER an arcade racer or a sim racer or a combination depending on how you set it up. It's racing nirvana.

You don't have to have super NASA simulator physics.
Just remove the rubberbanding, the fake slot car physics and all the stupid camera angle shit.

Heck, even a PHX model car without thrusters is more realistic than most racing games when it comes to friction from wheels (braking, steering, acceleration).
