Monkey's paw doesn't ignore conditions in the wish, it merely presents them in a horrible way. DS3 doesn't have emphasis on individual weapons so it couldn't be the result of that particular wish.

I hope all these ridiculous theories are true just for the sake of having something interesting happen.

It's so obvious that they just cobbled together the game from leftover MGSV assets. They're using the Diamond Dogs Mother Base assets instead of the MSF Mother Base. Here's hoping it's lazy because it's a ruse and not because Konami really are that pathetic.
