It's mostly for publishers to do their promoting towards people working in the video game industry like other trade shows, spaces for the general public are limited. Companies tend to do game announcements at E3 since people are paying more attention at that time, and it makes more sense for those that can't do their own events to piggyback off the interest from other announcements.

Originally it started as business expo for those tied in gaming industry. But being the only gaming event at all it gathered a lot of attention, so over time it changed into a big promotional expo. For those attending there are lots of demos of upcoming games to play, and for those just viewing there are large presentations where the biggest companies try to make a show for consumers. Of course this being carried out by management and PR(both too distant from actual gaming) for normalfags, most presentations end up being full of cringe. It's great to gather together in a /v/ stream and make fun of all the stupid shit as well as occasionally get hyped when something potentially interesting gets announced. Basically the fun of E3 is to gather and have fun at their expense.

Small indies don't do shows, they have (small) booths in the venue to show off their game that people may or may not be interested in
The big companies will get the most interest because they will announce multiple big AAA titles, most likely, and that's what most people will be interested in
Also, space will be limited and so I doubt there will be many companies represented that aren't publishing multiple games, PAX is another game event which indies actually go to, but PAX is also fundamentally different since it's not really meant to be a trade show but more a game festival
