Development hell. They last era they ended on was the shitty FPS era, so that accounts for the 2 weapon limit.

the game was suppose to come out early 2000 which is why the gameplay kinda reflects the fps games that were released around the time.
plus, thats why the game had those physics puzzles since they were trying to copy half life 2.

when gearbox took over, they didnt bother to recreate the game from the ground up. they basically started where the last developer stopped and just polished it up a bit.

so even if the game actually did get released back then, it probably would still be average at best but yeah, thats pretty much why the game felt so extremely outdated when it came out.
