I think the anon meant to say that it should not be viable as the only form of offense. Rocket splash is a great side effect of the rocket explosions but you should never ever rely on just the splash to kill players. Like you should always be aiming to hit people dead on in every single FPS that has a rocket launcher in it.

Apart from Pharah where its completely possible to just shoot the ground and rack up shitloads of damage and kills. Then get power boosted and pocket healed. Theres a reason that most Pharah's do the drop like a stone while firing straight at the ground beneath them attack, its because it works.

the problem is that a moba like dota is traditional rts perspective and has a minimap that shows you where all your allies are, so you know how and when to group up and not to be running around by yourself, and you can ping and look around the map and that sort of thing
with overwatch though it's first-person, no map or anything, and you only see where your team is by looking directly at their position (which means you aren't looking at the enemy), which nobody does
so this means it's very easy for enormous hordes of players to have no fucking idea what the rest of their team is doing 99% of the time and thus they run off by themselves dying one by one with absolutely no co-ordination to speak of
