If you have to ask, "Why is X this way?" In anything video game related, it is because of MUH GRAPHICS fags. They have done more harm to video games as a whole than anything else.

Filming takes a LOT more than the camera. One of my college roommates is an extra, and the background stuff they do before shooting is way more extensive than people would think. Even sith what >>376809390 said, >>376809426 is still correct too. CGI is just flat cheaper.

In general pre-rendered/non-engine cutscenes (be they live action, anime, or 3D CG) have fallen out of style as the gap between what you can do with them and what you can do in-engine has shrunk. They made sense when your gameplay used sprites or low-poly models that couldn't do justice to what the characters/action was supposed to look like, but from the seventh gen onward the in-game assets you could make were usually good enough that the jarring effect of switching to pre-rendered video wasn't worth the increase in presentation quality.
