We didn't want c to have an infinite amount of decimals, so we threw away our old definition of meter and instead said that a meter is whatever it needs to be for the speed of light to be that number. Likewise the length of a second ends up depending on your subjective measure of a meter. Any way the point is you don't measure the speed of light, it's a defined constant.

Also you don't measure the expansion of the universe by checking where something is and then comming back later to see if it moved.
