If you're spamming save states you might be stuck in a loop where you're predetermined to miss or something. I've had stuff like that happen to me when emulating rpgs.

Otherwise there's nothing to do but spam attacks and hope to get lucky. Grind levels maybe to make them easier to hit? But they have crazy defense. It's all luck, really.

within less than 10 minutes you can just take the epoch to the robot factory in the bottom right of the map and farm the first section until you have all the techs you want
