He means skins. Dota 2 has a few map skins, newest one is deep sea underwater looking. Actually runs better even though visually its more complicated.

Not really a hardware issue, more on the developer side of optimizing specific stuff. Stuff like Monkey King ult used to drop heavily, CM using immortal+arcana is a bit insane right now.

the devs knew where the money was. Personalization is one of the greatest powers behind making a video game yours and making you love the gameplay. And they basically took that away and sold it with additional costs. Imagine if Mario was running around with underwear on and you couldn't have anything else unless you bought his red overalls for $4 more. It's the greatest fucking sin.
