Honestly Oblivion doesn't need a lot of mods to make it playable, get an overhaul or something and a mod that improves dungeons and removes the weird level scaling.

Avoid non-creature companion mods, most of them have cringeworthy writing, voice acting and dialogue

This is nice guide. Outside of the quality of life shit I would personally recommend Vanilla Combat Enhanced and Francesco's mod as bare essentials. The latter is modular and its core files tweak the level scaling to not make it retarded which is something you want to have.

Terrible recommendation. RTNM is only good for very certain objects, most of them look awful.

Rast is pretty decent but the lowpoly/optimization mods are redundant and you're missing some quality of life stuff.

Lockpick is mostly useless, Speechcraft is useless, Mercantile is useless, Sneak can easily be substituted with Illusion.
Light Armor only starts getting good at high levels BUT you will go fast in it. Hand to Hand isn't very viable at high levels.
Illusion is OP as fuck, Restoration and Destruction are good but are a bitch to level, Mysticism is a meme except for soul trap, Conjuration is okay, Alteration has some very useful utility spells.
Otherwise pick what you want.

Make sure you get the Mannimarco Revisted mod, it fixes the Mage's Guild's shitty final quest and actually makes it cool and gives you an actual boss fight with Mannimarco.

You have to use low-poly stuff because the problem is that the game is 32bit and DX9 which means it is unable to use multiple CPU-cores and can not make use of more than 4gigs of RAM (and if on Win8/10, only 4 gigs of VRAM aswell) so you can have the strongest computer ever but the game engine can only handle so much.

Quest mods are absolutely based and I'm forcing this claim any chance I get

Spellsword build is generally the most fun one in Oblivion so that's a good choice. Dunmer is basically tailor-made for that playstyle.
Restoration and Destruction are good choices to pick as major skills as well because they will still get leveled extremely slowly. I would also strongly recommend picking Illusion or at the very least leveling it well because it has the best spells in the game period:

Since you're coming from Morrowind, also keep in mind that in Oblivion the entire world stays paused while you're picking locks no matter how many times you try and fail. So despite the fact that it added NPCs schedules and made shopkeepers follow you around when you break line of sight, investing in the skill even if just to be able to pick locks faster won't actually help you avoid detection like it does against the patrolling npcs and guards in Morrowind. The minigame basically replaces the character skill entirely, and the only reason to train it is if you're really bad at it as a player.

Oblivion XP is the closest you can get to New Vegas style leveling but TES is not Fallout and I personally like the way of your skills leveling up when you actually use them.

And yes, install Francesco's mod, everything besides the core level scaling fix is completely optional, even the loot table improvements.

Unfortunately a level scaling fix necessarily means altering almost all of the content of the game, since level scaling is Oblivion's core design principle. That said, "Francesco's leveled creatures and items" is the most lightweight option to fix this. You can install it without the extra creatures or items or anything, and in effect it will make Oblivion's leveled lists more random. Now there's a chance you could encounter enemies weaker or stronger than you rather than always matched to your level, and the loot will no longer scale so strictly either. It's the best compromise available if you want to "keep it vanilla" but also "fix the level scaling".

Get the Dwemer Airship mod, you get your own flying airship after a short quest that also serves as a portable home. It has a few bugs like how sometimes the camera has a weird angle when piloting the ship or when you stop flying and get off the pilot seat sometimes you end up on the ground falling through the ship.

You don't need need lockpicks or a good security level when alteration exists. Its easy and fast to master if you switch spell casting to space bar and leave a weight on it to train by repeatably casting a low costing spell. I just downloaded and installed the Elsweyr mod, is the game supposed to crash when putting on the straw hat you buy from a merchant in Rimmen? I also installed the texture file so wearing modded clothing shouldn't be making the game crash.
