Pander Dragoon Saga. In retrospect it has a lot of what would be considered flaws today but in 1998 it was incredible to see a movie like delivery of a rpg narrative. It was fully voiced in japanese, had a very immersive atmosphere and the battle system was fun although easily exploitable if you knew enemy telegraphing. There was only one town in the game but it changed a lot depending on how far you were in. The music was god like. I still think it has the best OST of most of its contemporaries.
