I'm guessing a lot of people just assume it doesn't make sense financially. There's no way Sony pays enough to make up for the several millions of sales lost on other platforms. Bloodborne began development in 2012, so its contract was signed shortly after Dark Souls released and the series wasn't the multi-million selling juggernaut it is now. BB2 is not impossible but a soulslike in a brand new setting or a Demon's -> Dark style IP transition is a lot more reasonable.
