her only fucking jobs are to have blue and green mages suicide onto her and sometimes pick off a dragon
which is an incredibly important job right now. reinhardt and blue/green blade tomes are very difficult to answer, even when controlled by the ai, so slapping any julia (or +res hector desu) on your team and giving her fury + g tomebreaker (and hone atk and res) will massively improve your arena streaks

and no, 30 speed isnt respectable after fury. it's terrible. she'll be doubled and killed by tons of melees, reds, grays, etc
the idea with a unit like julia is that you never let her fight that shit in the first place. she tanks ranged blues and greens and kills them back. thats it.

What A skill and special should I give to a -atk/+res Ninian?

I'll probably give her Luna instead of Moonbow, because I can use just a single Frederick to give both Luna and Fortify def 3 to her, which would save a lot of feathers.
