I think it would be cool if Gor got more development of his past as the story progresses, plus having his own real confidant, then after he "dies", he goes to the velvet room. Except instead of bein in a regular cell like the others, he's in solitary with no window. You ask what's on the cell, but Lavenza tells you to ignore it since you don't have much time.

While in solitary, Goro reflects on everything he's done, and realizes how pathetic his grudge against a worm like Shido was and that what really fucked him was the society that didn't want him. He awakens once more to his spirit of justice, and tails after the PT. He wants to use his powers on Yaldabaoth to pass what he truly believes is justice on the world, and stops you after you beat Michael. After you beat him, he reflects on what might have happened if he hadn't ended up as a killer, and why he's still failing. Joker points out that the justice he believes in now is no better than senseless murder for petty revenge agaonst Shido. Depending on whether you maxed his confidant he might thank you for being his friend despite everything. He'll jump down the branches and leave Yaldabaoth to you, and testifies instead of Joker.

Make his belief in his self-righteous "justice" more prominent & convincing and his daddy issues less. As in he follows a different path from Joker because they ARE actually rivals, not bullshit roles like tragic villain or love interest (fuck fujos they're degenerates). Have him atone for all the murders he commit, be it in real prison or cognitive prison I don't care. Give him a definite end befitting a Reversed Justice character. I'm still gonna kick his ass.
