Yes, and every mention of it coming to PC has been eradicated because things change my friend, the project became too big to be independent and Kojima chose a proprietary PlayStation engine (decima) to make his game, thus all mentions of that have been removed because now it is Sony publishing it, it's their IP on their engine

From the day it was announced it's been stated to be a project using one of the two Sony engines they were initially testing, but Sony has always called it a console exclusive. Until they put out another official statement there's been no reason to believe anything's changed. Kojima managed to negotiate a contract that lets him put the game out on PC at some point despite it being a Sony IP and I severely doubt he'd be willing to give that up.
